Rethinking the Holiday Activities and Food Programme for Teenagers

Policy Briefing, February 2024

By Dr Rachele Salvatelli

The Holiday Activities and Food (HAF) programme provides children and young people with free food and enriching physical and cultural activities during the holidays. Whilst the outcomes of the HAF programme are good, national and local data show that there is low uptake amongst 13 to 16 year olds.

In the North East of England, Gateshead Council and Northumberland Council were part of a collaboration of partner organisations that worked with the Healthy Living Lab at Northumbria University to design a HAF Plus programme, that was co-designed with 13-16-year-olds HAF and non-HAF attendees, and HAF leads within the participating local authorities. The aim was to co-design a HAF Plus programme that would appeal to and meet the needs of teenagers and hence increase the number of young people participating in HAF.
