Understanding the Local Government Financial Crisis in England

Research Summary, November 2023
By Alison Clarke and Andy Pike

In his new book—Financialization and Local Statecraft—Professor Andy Pike (CURDS, Newcastle University) explores local government and its funding in England since 2010. The research explains how local governments have acted—and been forced to act—in response to national government austerity and local financial self-sufficiency policies. Rejecting the ‘councillors at the casino’ narrative of elected politicians gambling with public money and jeopardising local public service provision, local leaders and officers have followed different strategies in their continued struggles to balance their budgets in the face of systemic challenges caused by inconsistent and dysfunctional national policies.
